MANILA, Nov 5, 2025 – The Philippines’ Department of Budget and Management (DBM) has announced full support for the establishment of the country’s first Halal Town in Manila, a landmark initiative designed to promote cultural harmony, generate jobs, and boost tourism in the nation’s capital.
The project, reported by the Philippine News Agency (PNA), will transform Quiapo into a modern halal and cultural hub, reflecting the Philippines’ growing commitment to inclusivity and the development of a vibrant halal ecosystem.
A Symbol of Unity and Inclusivity
DBM Secretary Amenah Pangandaman and Manila Mayor Isko Moreno Domagoso jointly led a coordination meeting and site inspection to map out the project’s development plans.
Pangandaman said the Halal Town initiative will serve as a symbol of unity and inclusivity, bridging diverse communities while unlocking new economic opportunities, particularly for micro, small, and medium enterprises (MSMEs).
She revealed that the United Arab Emirates (UAE) government has expressed its readiness to assist in constructing a new mosque in Quiapo, envisioned as the spiritual centrepiece of the Halal Town.
Halal Town: A Modern Cultural Landmark
The proposed development will feature:
- Halal-certified food stalls and eateries;
- Fabric, craft, and microenterprise shops;
- Smart lighting and cultural archways;
- Distinct Muslim-Filipino architectural designs.
This integrated approach aims to revitalise Quiapo into a thriving centre of halal trade, culture, and tourism, while preserving its historic character.
Government Funding and Urban Renewal Support
Pangandaman noted that the DBM is exploring the use of the Local Government Support Fund (LGSF) to finance the initiative once final project details are confirmed.
She also inspected ongoing urban renewal projects related to Manila’s preparation for ASEAN 2026, including the proposed Central Park development in downtown Manila.
Under the “Green, Green, Green” programme, approximately PHP78 million (US$13.26 million) has been released to expand green spaces and upgrade urban infrastructure, supporting a more liveable and sustainable city environment.
Empowering Communities and Entrepreneurs
Mayor Isko Moreno expressed his gratitude to the Marcos administration and DBM for their leadership and collaboration, saying the initiative would benefit not only Manila residents but also Mindanao-based entrepreneurs whose halal products reach the capital.
Pangandaman added, “Under President Marcos’ leadership, our investments in heritage-rooted and community-based projects will form the foundation for a truly inclusive and prosperous Philippines.”
With the establishment of Halal Town, Manila is poised to become a key halal tourism and cultural destination in Southeast Asia, strengthening the Philippines’ position in the regional halal economy and fostering unity through shared values of faith, culture, and progress.
